How to table the blocks and what to do with duplicate information?

1. Can sections on a website or landing page (for example, "popular articles" or "feedback form") be titled with an h2 tag? And does it make sense or can it only hurt? (meaning which tag is better to use).
ps content titles like "leave a request" or something like "our services".
2. If, for example, the site has some block or section that is duplicated on several pages (for example, "delivery conditions", etc.) ... does it make sense to close it from indexing with the noindex tag?

1) H1-H6 tags are better for structuring content directly. You can use your own classes to style the "feedback form" and other building blocks, and so on.
2) If this section makes up the bulk of the page's content, then it might make sense to close it. Otherwise, I wouldn't close.

Noindex in any case works only in Yandex, so this is far from a panacea. Subheadings, as already mentioned, are best used to mark up content.
