How to synchronize files on a site with a computer in Python?

I had an idea to synchronize a file that is on the computer and on some website. The idea is this: When I give a command, the file somehow gets to the site and this file can be downloaded. Please tell me how this can be done. What site is needed and what modules.

No website is needed. Any VPSka, the cheapest, plus rsync. Python is not needed.
