How to synchronize changes in a file?

There are two big files, on one side it is constantly changing.
How can I sync only changes in a file?

if you're talking about tools, then
rsync is a manual file updater for local and remote systems.
resilio sync - a daemon that looks after the specified directory and synchronizes the changes with other clients in the p2p cloud using a torrent-like protocol (the same guys stamp utorrent). commerce, there is a limited free version.
syncthing - created as a free open source analogue of recilio.

In addition to all of the above, you can use lsyncd. Essentially does the same thing as resilio sync, but more lightweight for my taste.
