How to sync GAL contacts to each user's personal contacts?

In Exchange 2010, each user has their own contact book (not OAB), maybe someone knows how to copy and then constantly update contacts from the GAL to the personal contact book of all users.
There are instructions on how to do this manually for each user through OWA or Outlook, nothing else.
This is required to display an always up-to-date book on iOS, Android mobile devices, which, unlike Outlook, cannot display contacts from the GAL.
