How to sync audio tracks?

There are two audio tracks - from a video camera (VHS) and from a mixing console. On them - a concert of the group.
Due to distortion, the tracks have different speeds. If you combine their beginnings on the first hit, then the audio from the camera runs forward; if after that you start (shorten in time) the audio from the remote control so that the last beats coincide, then the audio from the camera still runs forward.
