How to switch to winter time in Windows XP?

Microsoft has officially announced that it will not be releasing updates for the transition to winter time for Windows XP.
How can I pre-program the transition to winter time (namely, changing the registry settings) so that until October 26, 2014 the time zone is UTC + 4, and after 02.00 am - UTC + 3?
You can’t do it by simply editing the registry, because updates used to do this somehow in advance.
Dynamic DST is also not suitable, since it is only supported starting with Vista.
I am interested in a recipe for 1000+ Windows XP computers in a domain network in cases where computers can be turned off on the night of 10/26/2014 so that they work at UTC + 4 before turning off in the evening of 10/25/2014, and after turning on in the morning of 10/26/2014 they work in UTC+3.
(Upgrading to Windows 7 and above is not an option.)

As Microsoft writes, if in StandardStart and DaylightStart, the wYear field is equal to 0 - this is an annual transition, if not equal - a one-time transition.

And there is a nuance - for the transition StandardStart and DaylightStart both must be filled, if at least one is empty - there will be no transition.
PS: it can be simpler:
ActiveTimeBias is the current offset, respectively:
ActiveTimeBias = -240
DaylightBias = -240
Bias = -180
DaylightStart = any date time before the current
StandardStart = 3:00 10/26/2014
