How to create a DateTimeZone object for an arbitrary time zone given in +/-HH:MM format? For those that are multiples of 1 hour, you can use Etc/GMT+X. But what about, for example, with GMT+5:45?

First you need to write what kind of server it is - Apache, Ngnix, IIS, or something more exotic.
Then you need to write the original URL and the desired one. There are options here.
Apache has a directive that specifies which file (located in a directory) should be taken if the URL points to a directory.
