How to switch to a specific chip mode?

Good afternoon.
Question about the 1638 series microcircuit for pp1 assignment.
AEYAR.431210.196TU
The microcircuit has 17 inputs, A0-A16 and 8 outputs I / O0 - I / O7. A7-A16 set the page address (there are 2 ^ 10 = 1024 in total), A0-A6 a
certain bit on the page (page capacity (2 ^ 7 = 128 bits)
6 addresses assign a certain value).

Consider the transfer of the first bit.
With the conclusions, everything is clear - 1 digit in the hex contains 4 bits, respectively 2 - 8, exactly like the conclusions.
But what to do with the inputs? There are 17 of them, and the 5555H contains 16 bits. I would like to understand what will be the value of the last entry, which got nothing, is it A0?

On this page we find
Google (search for both datasheet and manual).

This means that the number 0x 0 5555 is implied. A16 and A15 = 0, A14 = 1, ... , A1 = 0, A0 = 1.
And the resource proposed by longclaps is, to put it mildly, false. Analogues of 1638РР1 are called not only parallel Flash of different sizes, but also a Microwire EEPROM cardinally different from it with a meager volume .
