How to swap blocks in different flexbox rows?

As I understand it, in order to apply justify-content: space-between to blocks 1,3,5, and justify-content: space-around to blocks 2,4, I conditionally need to create two div class="row", but how Should I change their order when adaptive, can I do it somehow without crutches or do I need to use js?
