But in any browser in full screen mode, there is a hidden panel on top with a button to exit this mode? How can I suppress this panel? The browser, in principle, is not important - the main thing is to suppress.

You need to launch the browser with the appropriate parameter. Pages and Flash Player do not have such permissions.
