How to store and display Yandex Maps tags?

I want to embed Yandex.Maps on the site and implement the ability to add tags to users. Naturally, after adding marks, they need to be displayed on the map.
But I'm having a problem, how best to implement the output and how best to store labels. Because if there are a lot of labels, then adding them all at once to the map will be costly. Is there any way to display tags upon viewing the area where the user is located. For example, a user enters, (since Moscow is indicated in the profile) we give him the starting point Moscow, after loading the Maps, display all the tags that relate to Moscow.
I would be very grateful for any hint, including how best to store them in the database, so that it would be convenient to get them from there.
