How to stop frequently opening and closing a get connection to get a file?

Hello.
DDoS by downloading files via a direct link (from many IPs, all proxies, and different files), how to block this? After all, in 2-3 seconds it starts downloading 3-4 times (limited in iptables) + IP can download different files every second. Due to the fact that the connection opens and closes, I don’t know how to block it + through netstat it’s completely empty and by the activity of IP addresses too.
