How to start windows 7 after unexpected power outage?

The power was turned off (the lights were turned off) at that moment the computer was shutting down (did not complete due to the installation of updates). When turned on, the system boots until the windows 7 animation appears with moving balls, then a one-second blue screen with a short text flies out (it is impossible to read it) and the system again suggests either trying recovery tools or booting in normal mode. There is no section Boot in safe mode.

Hit F8 after the self-test before loading - a screen will pop up with a choice, incl. and Safe Mode and Last Known Good Configuration.
