How to start selling to the Western market?

Hello. There is a problem, we can’t understand with the guys where to move.
Given: there is a team of guys who are quite well-coordinated, strong, and there is a portfolio, about 8 works. Mostly commerce, quite large and complex.
Recently, about a couple of months ago, we came to the conclusion that you can do business on what to do services on your own behalf. We worked together, we have experience, a portfolio, anything can be solved, there is where to get an additional resource.
The problem is that we cannot sell our services. Not that we can't hire someone, but that we don't understand how selling works.
There is a landing page, if you just throw ads on it in Google targeting America - most likely there will be no result, it's just like throwing money away. There is an upwork channel, which there is simply no time to monitor in a quality manner, and it is slightly stock. No one used it seriously, 3 reviews, of which 1 for three stars with indignation about the broken deadline (for an unfortunate 3 days).
Sitting on tasks in the spirit of “make Amazon on WordPress and no more than 100 bucks” in order to raise the rating - no one will, this is a waste of time.
Tell me who to hire / how to start selling yourself, in what spaces it is possible to do this. English is, at a free level.
