How to start providing hosting to clients?

Good evening. There are various companies such as Digital Ocean, Hetzner, which can provide such an opportunity as to provide hosting to people. So I'm interested in how to start this business correctly, can someone share their experience, links to various guides, to opening this business, so to speak, from scratch, what is worth doing, what is not worth doing. Starting budget up to 11kR. I have an idea of how the whole process takes place, but in practice I am zero. I would also like to know from the legal side if you have servers abroad, can there be problems with the tax, or how does all this happen at this stage? I expect up to ~20-45 clients at the beginning. I am also interested in how to properly cooperate with companies that provide a domain, if I'm not mistaken, then if you provide clients with both hosting and a domain, this is a double waste of money. As far as I know, this can be done already in the Control Panel, directly in your client's personal account, configure DNS servers, etc.?! Right, I'm thinking? If not, please correct. I know, perhaps people will come here and say that few people will share the whole plan for creating a hosting. But at least some information to set yourself in the right direction.
I will be very grateful for your answers.

With your budget just over $150, you are rightly advised to take a reseller account from an existing hosting and find clients for %. But if you really want to do it yourself, I'll try to put the minimum for shared hosting on your budget.
1) Go to any hosting provider and rent a Dedicated Server, one of the cheapest, for example: Supermicro DT-E3 Xeon E3 (3.1 GHz, 4 cores) 4 GB 2 × 500 GB, SATA
$130.00
Google, I took it here
2) We buy a panel for beginner hosters, since you won’t manage to administer the server yourself, for example , ask the support of the hoster where you took the server to install it.
3) Buy a domain, go to the panel, bind it to the server.
4) Create the first host for yourself and place your website there with advertising and prices.
5) Look for clients, give them shares through the panel (press a couple of buttons)
This is the only option that fits into your budget.

11k r. it's even less than 0. You also want to eat and provide support?
Get a Resseller Account somewhere and sell the pieces to customers. There is a panel and mail and ordering a domain and everything else you need for hosting
