How to start mobile app development?

But I don't understand where to start?

It is on a Windows 7 computer, and the Window Phone SDK cannot be installed.

Under iOS - XCode or AppCode - both environments work only in Mac OS X. You can install it in a virtual machine, but this is not legal in terms of Mac OS X licenses.
Development language - Objective C
Operating system - Mac OS X.
For Android - Eclipse + ADT . Or Android Studio . Both environments require an installed SDK (down the page) and a JDK .
Development language - Java.
Operating systems - Linux, Windows, Mac OS X.
For Windows Phone - Visual Studio 2012 (for example) and SDK .
Development language - .Net (C#, VB) C++.
Operating system - Windows.
There are many so-called cross-platform frameworks a la PhoneGap , Xamarin , Delphi and QT . But all this is considered bad manners, and on performance-demanding applications, you will snap off the brakes. Entertainment for your own sake - you can use mobile frameworks. For Enterprise-class solutions, it is better to write in native environments and in native languages for the platform.
