How to start learning web design?

Please advise what tutorials / lessons you can start mastering web design with. I'm not interested in layout, i.e. detailed html and css chewing, photoshop and other tools are also secondary. What I really need is design: how to arrange objects (placement) and how to design them (shape), how to choose colors and fonts, how to make the application as convenient as possible (usability) and connected in terms of internal content.
First of all, the theory is important: patterns and reasons for exceptions are described, the reasons and principles of improvisation are explained. All examples should be illustrative of specific design laws, and not be given in a continuous stream with a comment like: "this looks good, do it the same way."
I would also like to have, so to speak, a short and complete textbook. Full - as detailed as possible with step-by-step development for professional use. Concise - rather superficial, but focusing on key information for quick mastering at a basic level.

Полноценного всеобъемлющего учебника нет. Хотя попытки были, например книга Дмитрия Кирсанова.

И добавлю, учебник дизайна - это нонсенс. Mаксимум в так называемых книгах по дизайну покажут примеры каких-то решений. Я настраивал свое восприятие на рецензиях опытных дизайнеров у самизнаетекого

Вот ответ на Ваш вопрос по компоновке.
Про размещение - всё проще:
1. Размер вложенного блока должен составлять 2/3 от общего блока.
2. Padding/Margin: 1/20 от вложенного блока.
3. Чем меньше значимость блока, тем меньше его размер (или один из размеров), который всегда составляет 1/(3*x) часть от общего блока (или обратно 3-х кратен).
4. Порядок приоритета мест расположения элементов внутри одного блока:
