1. Self-education.
2. Learning from someone.
First way.
As always, it's better to start with "app development for android" in Yandex or Google, which will quickly lead here:

and also give out a bunch of useful and not very links to text-audio-video information that you need to look through, sort, analyze, study, etc.
Second way.
Find a teacher and he will already tell you what to do and how to do it.
And I started with an idea. Outlined her. Thought out the skeleton of the application. Well, I started self-learning the language for exactly those things that were needed for my functionality. The application is made, hanging in the play market. Although to be honest I don’t know all the basics)))
