How to start developing an application for IOS so that it would be synchronized with the database of the comics site?

Good night all. There is a site with comics. I plan to finish the usability, hang the parser, and after that I thought about whether I should file an application for androids and ios so that people could read in the subway on tablets and phones.
In fact, I’m interested in whether it’s real at all - to pull the release base from the site itself, how much it will cost, where to start, what will be required and whether it is cost-effective
The project is purely a hobby, which so far at the stage maybe outgrows something.

Where to begin? Decide on:
1) How you will collect data and where to store it.
2) How will you deliver the data to the client.
3) What logic should be on the client.
4) How are you going to monetize it (if you are going to) and how to promote it.
For each of these items, write a Job to be done and start doing it.
