How to start developing a software complex for a taxi fleet?

Interested in describing the components of the system and the required hardware.
From what I know: we need a web interface for the dispatcher, an application for the driver. It was decided not to make the application for the clients of the taxi praxis. They have one goal, to order a taxi and pay. Payment will be in cash. Interested in the details of the organization of work. Anything that will be helpful. We decided to sell a software package in a small region, to compete with the giants in this business due to a significantly lower price.

You need to understand what all parties require, understand their minimum and basic requirements
Describe the use cases of all participants

This market is saturated with quality software.
It's not just about Uber - there are a lot of small firms offering pre-automation of what Uber hasn't gotten around to. And cheap offerings.
I'm in this business. Giants have software for free, much cheaper.
When a percentage is taken from orders, this is not for the software itself, but for the fact that they have a promotion. That is, the percentage is taken for the fact that the order was received through them. And this is not the creation of software, promotion is a completely different kind of activity.
Moreover, with everything, the software giants are already fully functional.
The second Facebook, the second Google, the second eBay - no one needs.
But what about Yandex, Aliexpress, etc. "second"?
Yandex - started almost at a time when Google was still nobody, so they also compete.
Aliexpress is the Chinese lobby of manufacturers, and not at all because they offered "software cheaper than the giants."
Taxi companies do not need software .
Taxi companies need orders .
And orders are promotion.
Here are all the giants offer in one package "software + promotion". And inexpensive.
Software is just a way to process an order when you already have orders .

IMHO, you first need to analyze the market for existing solutions; see how they are arranged; what are the advantages and disadvantages; estimate the cost of development / maintenance on your own. After that, it may suddenly turn out that it is more profitable to become local implementers / maintainers / customizers of a ready-made solution than to develop something of your own (although this is more interesting :)).

He had experience in developing some of such software that assigns tasks to drivers through a mobile application, tracks the phone using GPS and automatically assigns, or semi-automatically (the driver takes it himself), depending on the tariffication of the driver himself.
