How to start creating a training program?

We set the task of creating a training simulator program for certain equipment. The source format must be .swf. There is a file (example) of such a program for other equipment. Can anyone answer whether it will be difficult to do this with a minimum of knowledge in programming and where to start?

in my opinion swf is not the original format but the finished result.
With a minimum of programming knowledge, perhaps it should be clarified why the format is this way, and why not, for example, avi / mkv?
