How to start creating a game on PC/ios?

Hello everyone, I came up with the idea to create an indie game (time killer), but the problem is where to start? What programs, languages, etc. are needed for this The game is not 3D, I want to start with something simple .
My idea is similar to the game "Spore", at the beginning of the game you swim for plankton and eat others, thereby growing.

Unity3D, Construct2, GameMaker Studio. If you don't know programming, try the second and third.

My advice to you is to start with the implementation of the game core of the game (i.e. logic).
If this stage is passed, then you can start connecting graphic resources.
Otherwise, you may lose a lot of time.

If you want to start simple, start with tic-tac-toe/snake/etc. You won't make a good toy right away.
And before you move on to creating your game, make sure it hasn't already been done before you. The description of your game reminded me of Osmos
