How to stabilize and speed up https for users from China?

Now we use Cloudflare, the nearest point they have is HongKong. The site is using https and there is packet loss on clients. US main hosting (NJ - Linode)
1) Is it possible that the great Chinese firewall adds drops on encrypted connections?
2) Are there other adequate CDNs with points in China
3) Are there any remote access services that can measure latency and connection quality from different points in China
