How to split a text file into parts?

Stuck with a very strange problem. There is a text file on which I drop out all text editors. Including Notepad++. The unpacked file weighs 250MB - it would seem that the size is not the same. I tried to split the file into small parts with different utilities. Everything falls out too.
Could not try to break it into 5 parts and unsubscribe how they did it. The file itself is rghost.ru/8qsf6JvlX
