How to "speed up" YouTube on Android?

In the Android YouTube app, the video constantly pauses for a few seconds to "buffer" (a spinning icon). That is, a complete feeling that the application lacks an Internet channel.
In Android browsers (Chrome, Dolphin) - the same nonsense. In addition, in the browser version (mobile / full) it is impossible to select the quality of the video, and the default one is not enough (text is not visible).
I didn't find any good advice on the net. What is usually advised:

  1. You have a weak Internet channel (or a "clogged" wifi network). No. The PC is connected via the same wifi, there are no brakes on any quality
  2. You have an old (deshmansky, under-flashed) phone. No. ASUS Zenfone 4, everything "flies", there are few applications installed, I closed the extra ones
  3. Install another browser (Opera, Dolphin...) and open youtube in it. Did not help. As I wrote above, I tried Dolphin - the same problems + no choice of video quality
