How to specify rights in Android without compromising the list of supported devices?

It was necessary to add functionality with geocoding to the application. It has the character of a feature, it is not basic. Accordingly, when a line with geolocation rights appears in the manifest, we lose about 200 devices, a lot of current tablets.
Requesting permissions in runtime appeared only in API 23, which means that it is also not suitable.
Can you tell me how to get out of this impasse? Maybe you can publish two builds, with and without this function? But I did not find this in the Play Market ...
