I move the resources of the "city". But after the update, they get back to their original places. How to sort as I need?

You have these are not resources but contexts . But all the same drag and drop should be sorted. You can try sorting on the site.ru/manager/?a=context context management page by changing the numbers in the "Sort" column.
UPD I must say that sorting contexts in the admin panel does not affect the order of displaying the site content in the front-end.
