How to sort a table by multiple columns and conditions?

Good afternoon!
Tell me, please, sorting in google tables, otherwise I already broke my head with it ... Here there are certain positions and two columns with numerical data, let's call "value" and "parameter". It is necessary to organize the sorting of positions in two separate plates - in one it is sorted by values ​​(yellow), in the second by parameters (red). It all worked out.
And that's what, in fact, is salt - additionally, in both the yellow and red tables, it is necessary to put those positions that are less than 7 in parameter to the very bottom, even if they are larger in value.
+ if the parameters match, the sorting of positions should be sorted by values ​​from larger to smaller.. and vice versa, if the values ​​match - by parameters from larger to smaller.

create a third column and write a formula there that will take into account your parameters, such as:

IF(параметр<7; параметр*1000+значение; параметр*1000000+значение)
and sort by this column
