How to solve Visual Studio Code terminal encoding issue?

During normal work with the terminal, everything is fine with Russian, but when you try to assemble Ctrl + shift + b , an error pops up; although the tsc command alone runs fine.

Tools > Options > Environment > Documents
Save documents as Unicode when data cannot be saved in codepage
