How to solve torrent problem?

Friends, I have a problem with the torrent, or rather, not a single torrent downloads. All sites, trackers open, everything is fine with this. When downloading, it stops at the stage of connecting to peers (as I understand it, it does not connect to them at all) and there is no speed. Please do not advise reinstalling the system, utorrent, etc., this is not the problem. Most likely the ISP is blocking this case. Only here is how to bypass this blocking, mb who faced it. I will be grateful!

1) Check if the connection port is open (green tick in the lower left corner)
2) try to use vpn if it works, then block the provider for sure
3) in the settings try to set forced traffic encryption

torrent over tor
If it works, buy vpn.
