How to solve the problem with Wow.js?

Good evening, there was a problem with displaying content when using wow.js + animate
If you scroll through the page with the mouse, the content is not displayed, only after some time, however, if you scroll, for example, with arrows or click on the section that is not displayed with the mouse , it immediately appears.

This bug is observed in chrome and opera, in mozilla and ie everything is ok
How to solve this problem?

wow js, try moving it to head, with a separate script.
Also try turning off smooth scrolling if there is one.

Normally I scroll and everything appears
