How to solve the problem with upgrading Windows Sever 2008r2 from Standard to Enterprise?

Due to the increase in the amount of RAM on the server more than 32 GB, it was necessary to upgrade the edition of Windows Server 2008r2 from Standard to Enterprise. I acted according to many guides on the net - using the DISM utility. Upgrade command (using KMS key):

dism /online /set-edition:ServerEnterprise /ProductKey:489J6-VHDMP-X63PK-3K798-CPX3Y

However, an error occurs during the update: 14081 (see screenshot)

What I tried: installed all available updates, checked the integrity of the system sfc /scannow, installed all possible bug fixes from Microsoft. It was not possible to google a similar problem on the net. There is no experience with this utility. Now I am studying the features of her work in order to overcome the problem. Maybe someone has already encountered and can help.
