How to solve the problem with the USB modem disconnecting on reboot?

When restarting the computer or waking up from sleep mode, the Win7 system often stops seeing the USB modem. Writes "Device not found". And in order to connect it, you have to physically remove it and immediately insert it again. And in the operating mode, the modem never turns off. What is the cause of this problem and is there a way to resolve it? Or at least some software that instructs the system to see the connected device? Thank you.
