How to solve the problem with the image output via hdmi?

When outputting an image via hdmi, image defects are observed, especially in dynamic scenes. (Such a band)
I connected it to two different TVs, with different wires, but it did not help. And on a similar laptop (with a slightly weaker processor), there was no such problem. I think it's a driver issue. Notebook: Panasonic CF-C2.
