How to solve the problem with scrolling browser pages with a touchpad?

After updating Google Chrome to (then) version 33, the touchpad stopped scrolling pages normally, when you smoothly swipe it, the page rushes in the direction of scrolling as if in a fit, but when you make a quick movement, it’s vice versa, it barely moves.
This is observed on the current Opera and fresh builds of Chromium. There is no such problem on Firefox Yandex.Browser and IE. Disabling all extensions did not help.
