How to solve the problem with replica on DC (windows2012r2)...NETLOGON and SYSVOL (no shares)?

Good afternoon, there is a DC1 server that used to be the master of all roles, then another backup DC2 is added to it, it seems that all directories appear and all users on the new CD, but if you turn off DC1, then group policies do not work and NETLOGON shared folders are not available.
When you run dcdiag: one of the entries is:
Warning: DsGetDcName returned information for \\DC1 when trying to access DC2.
THE SERVER DOES NOT RESPOND or IS NOT CONSIDERED ACCEPTABLE.
and the NETLOGON and SYSVOL folders are not shared on the new CD the
exact answer from dcdiag is:
PS C:\Users\Administrator> dcdiag /q

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Netlogon\Parameters
Change the value of the SysvolReady parameter to "1"
Reboot
Try it and be sure to write the result.

Replication does not work between controllers. Do research on the reasons for this.
