How to solve the problem with mbstring?

I installed linux on a flash drive and also assembled my server.
When I started phpmyadmin, I got an error:

I immediately went to the terminal with the php -m (result) command:

and it turned out that mbstring was installed. How to deal with this cant?

puff in the console and puff at the web server have different configs.
see the output of phpinfo() in the browser.
