How to solve the problem with inheritance of NTFS rights on a file server?

Good time of the day!
Is Win2r8 R2 with a role of a file server. there is a ball, in the ball there are a lot of folders of departments.
The essence of the problem: there is a trouble with folders and people who in this department to which the folder belongs, that is, the first level (\\fs-1\share\buh\) has full rights for accounting, and for some reason not in the folder of the 3rd or 4th level their rights are already inherited (namely, the problem is in the absence of inheritance) to the contract document folder (4th nesting level) to which other departments have access to read and execute.
Grisha just needs to inherit the rights, and you look at the rights to the 3-4th level, there is not what was on the first, there is only what is inherited from the balls.

If the rights are not inherited, it means that someone turned off their inheritance. You have to turn it back on, that's all.
