How to solve the problem with Google Serp?

Good morning,
I am having the following problem with my website.
I am trying to place some keywords in google search results.
Unfortunately, by pasting these pages into the search console and into the sitemap, I can also rank them between 10 and 70, after a few hours they will disappear from the Google search results. Also search Google results for the last 24 hours or a week using the command: site: cercasicasa.it.
Some examples of cities with little demand:

I can't figure out where the problem is, please help.

Any changes to Google will fully take effect after 3 weeks. If the page is new, it will be thrown between positions for how long.
