How to solve the problem with Dlink DES3624i software?

There is a managed Dlink DES 3624i switch. When connected to it using telnet, I can log in and that's it. Do not register ip, do not flash it does not work.
I just can’t hover over ip, and when I try to flash it, the switch just reboots and that’s it.
