How to solve the architecture problem?

Good afternoon. Now, as usual, js sends requests to my API and everyone is happy. But in recent months, I have seen a trend of visiting mobs. devices manufactured in 2008 - 2009 (more than 60% of visits from them) was bombarded with messages about lags (opera mini ...)
I thought that I could write the client part on curl (php) on the server side and I will generate the page.
Is this decision correct?

If I understood correctly, then through js check whether the device supports Ajax, and depending on this, generate pages on the client or on the server

If memory serves, then operamini does not work with JS, all operations take place on their servers, so you need to take this into account, it is not clear what kind of lags we are talking about (everything hangs?) then yes, you either have to give everything at once for them or group ajax requests so that there are a minimum of them
