How to solve ssh and mysql logout problem?

Good day to all!
Generally such a problem. There is a server on Ubuntu. Recently there was a problem with connecting via ssh. I connect through putty. The terminal may crash at the stage of entering the login, maybe after I pass the authorization. You can wander through the folders for a few seconds and throws it out. Tried to increase all sorts of payloads, google does not help.
Next, I try to log in through phpmyadmin, also, it does not accept a login and password: #1045 Unable to connect to the MySQL server,
then after a few times I log in. I try to climb the base and throw it out. Then again the same song.
On the server through the console all the rules.
Tell me what can be? The entire internet has gone.
UPD The problem was that there was another forgotten server on the network with the same ip

Most similar to packet loss. To begin with, I would ping for 15 minutes.

I think the problem will be obvious if you read the server logs
