How to solve scaling issue in Windows 10?

I work under the normal user. Out of the blue, the scaling setting changed to 350%. It would seem that it is easy to change to what it was before (200%), but, suddenly:
- the setting in Settings\Display is disabled

something like this

- when you try to go to Additional display settings, the window stupidly closes
- it also opens and immediately closes when you call ms-settings: display
- the same when you right-click on the desktop and click on Display settings

Sfc /scannow, DISM show that everything is ok.
Google showed a problem for some users, from advice only typically Hindi-outsourcing types
- sfc scannow - checked, finds no problems
- reinstall firewood - what does the settings application have to do with the problem, it is not clear, but out of hopelessness it was tested, of course, to no avail

Under the admin scaling has not changed, but the same problem with the departure of Settings is in the display settings.

What can be done? Maybe scaling can somehow be changed through powershell\registry?

и я не знаю алгоритма как она врет. но врет точно. реально там 125%. а еще стоит включить фишку устранения размытости (стрелка на втором скрине). в общем в этом режиме, масштабирование приложений, которые не поддерживают масштабирование, самое комфортное
