How to solve encoding problems in Mercurial?

I work with Mercurial through WebStorm and sometimes Source tree. All messages in the console are written in shorthand. The "chcp 1251" command began to display normal messages, in Cyrillic. But after restarting the project, everything flies again. What is the problem and how to fix it? Problems in both WebStorm and Source tree.
