How to solve dpkg error: package file list $package name missing?

When installing the gstreamer1.0-tools package, I got this error. When installing or removing this package or other packages, I get the same error.

some package installed wrong??
what does he say ?? remove dpkg --purge or reinstall apt reinstall dpkg -l | grep -vE '^ii'
