How to smooth an image (pixelated) in movies/series?

If I download 480p movies/series, then the image is in squares. I can't find how to make the image look like a VHS cassette, or you know how on nes/dendy emulators there are "composite", "s-video" or "rgb" filters and the image turns from clear pixels into a soapy, but integral image. I want the exact same effect.

We need a simple blur filter in fact, it is most likely in VLC.
