How to skip silence in video?

Lately I've been addicted to watching various video courses and noticed several things that slow down the viewing:
1. Slow speech of the announcer
2. Long pauses between sentences or other moments of silence
If the first is solved by speeding up playback, then what about the second?
Is there any solution to automatically rewind the video by those seconds into moments of silence?

I myself was interested in a similar question.
So far, I have found only one solution: when watching a youtube video from a smartphone, I use an alternative client, NewPipe. It has a built-in silence skip function.
