Because it's a driver, a standard request to install a driver.

And how do you make sure it doesn't exist?

Configure the installer (quiet mode key) or modify the installer, or add the certificate of the required manufacturer to the trusted ones.

Disable the Windows security service or the one responsible for it, for example "Automatic Updates".
