How to show admin menu in drupal 7?

Good afternoon.
I'm writing a theme for drupal 7. Is there any function to show the admin toolbar (which is at the top of all Drupal sites when logged in)? It seems to be somewhere in $page_top, but I didn't find anything. Just the customer urgently asked for this feature
