How to share your Internet from the provider to another user of the same provider?

What is all this for? Sometimes the payment for the Internet is overdue and the speed is limited. But the speed to local resources is not limited, and I raised a vpn server on a computer on which the Internet is not limited, under Windows it is done in a couple of clicks and threw a login pass to a friend, he connected to vpn in the same way in Windows and successfully used my Internet channel, previously I rummaged through the internet of my connection to a vpn connection. The downside is that turning off the computer everything turns into a pumpkin.
So the question is, can all this be done using a router with dd-wrt firmware? Those. there is a dir 615-c1 router with dd-wrt on board, the Internet is from one provider for me and the client, the speed is local and not limited in any way (we live in the same city).
Required: share my Internet to a client without my computer turned on.
